That's correct.
It's a discussion about what criteria should be used to move the number of available slots in an automated way if possible.

Following Miguel post, there are certainly other parameters than price to consider: efficiency, reputation of the candidate/pledges...

I need to think a bit more about this but I am sure there is a solution flexible enough and still automated in some ways.
