Doc 005 - ANO Election and Demotion system

Paragraph 2.3 reads
Standing Parties can update their Standing for ANOs at any time, and are expected to do at a minimum cadence of every two months. This is to ensure that any ANOs that drop below 40% Standing have their Standing reevaluated by all Standing Parties before the 90 day "on notice" period has concluded.
Proposed wording:
Standing Parties can update their support-votes for ANOs at any time, and are expected to do at a minimum cadence of every 60 days. If Standing Parties fail to update their standing for ANOs in that time frame, their support-votes continue to be counted as cast. This is to ensure that any ANOs that drop below 40% Standing have their Standing reevaluated by all Standing Parties before the 90 day "on notice" period has concluded.
On this point I am unclear what the downside of not updating standing would be. If their standing ended, that would certainly impact the ANOs and their would be social pressure to correct the matter, that might include ANOs retaliating by withdrawing standing in kind. But that doesn't seem to be the way this is to work.

Add a paragraph 2.13:
When any standing party resigns, is removed, or is replaced, all support-votes provided by that standing party are removed, and the number of standing parties is updated to count only active standing parties.
