Executive Summary
This is a backpay grant for the Factom Council, covering the period from April 2021 to July 2021. As per Doc 008, each council candidate proposes their own desired compensation during their election. For the current council, that's a uniform 500 FCT per council member monthly. Emergo Management dropped their compensation from 800 FCT a month to 500 FCT a month.

The council has been fully operational during this time. Activities included overseeing Director activities, reviewing work, and reporting on progress to whatever degree possible. We don't want to draw from the 50k FCT that was reserved for Director expenditure, which is still untouched. We believe compensation for elected roles is an ANO matter, especially when we feel an evaluation moment is now warranted. These evaluations have been sorely missing. Without them, we don't keep people sharp, and we promote further inactivity.

So we're very open to questions. Frankly we'd be disappointed if there weren't any. What is the complete timeline of events? How does the council feel about progress? What can we conclude after nearly a half year of this new governance system? We're happy to answer. We also welcome suggestions to further boost process transparency.

Project Description
This is a backpay grant for the Factom Council, covering the period from April 2021 to July 2021. As per Doc 008, each council candidate proposes their own desired compensation during their election. For the current three, that's a uniform 500 FCT per council member monthly.

Please note that while the "Team Member Forum Username" section above may require names of individuals on the Factom forum, the prospective grant recipients are the following entities, and not individuals:

Emergo Management BV as represented by Wesley Broekhoven
Open DLT SL as represented by Anton Ilzheev
DBGrow Inc as represented by Julian Fletcher-Taylor

Problem Statement
This grant compensates Factom Council members for work in the Factom Protocol.

Goals and Objectives
To protect the long-term interests of the Factom Protocol through oversight over operational activities.

Success Criteria
Council work is deemed a success if activities have demonstrably been in line with Doc 008.

Lacking an operational mandate of its own, over the past months, the council has repeatedly attempted to keep the community abreast of Director progress & developments.

  • We have strongly communicated to the Director our own preferences and expectations with regards to rolling out processes and plans.
  • We launched an initial medium post directed at the wider community, but have been unable to continue it due to a lack of content and progress. Please see: https://bit.ly/3x8wTht
  • We formulated internal policies (conflict of interest) meant to help protect our resources and the protocol. Please see: https://docs.google.com/document/d/1zZmwA6d2xETrsLUK9p3Ck5IxIazQ9fcQ-lEkesxTBuE/edit
  • We reviewed any Director work we have received.
  • We've actively and consistently pushed for better transparency and communication from the Director. A full timeline is available on request.
  • Lacking the content for continued medium posts, we launched a community Q&A initiative to get better, lower-barrier periodicity of information. Please see: https://bit.ly/3BWOGfo

Timelines and Milestones

The submitter further agrees to indemnify and hold harmless the Releasees against all liabilities, obligations, losses, damages, penalties, claims, actions, judgments, costs, or expenses which may be imposed on, asserted against or incurred by any Releasee as a result of, or arising out of, or relating to this grant process contemplated by this document, including without limitation, any judgment, settlement, attorneys’ fees and other costs or expenses incurred in connection with the defense of any actual or threatened action or proceeding, except for the liabilities caused by the willful misconduct or intentional torts of the Releasees.

The Forum Q/A process has now started. The community may ask questions until Aug 6, 2021 at 23:59 UTC.

Other important dates:
  • After the question period ends on Aug 6, 2021 at 23:59 UTC, you may continue to answer last minute questions until Aug 7, 2021 at 23:59 UTC
  • Once the answer period ends, voting will start one minute later on Aug 8, 2021 at 00:00 UTC
  • Voting will be closed on Aug 10, 2021 at 23:59 UTC and the final results will immediately become available.

Going forward would like to see the council communicate with ANOs as to what’s going on, instead of waiting to be asked privately/individually.
Yes. Because this is an 'interim assignment' and a new system, we wanted to steer away from the habit of forum discussions. To give the Director some leeway. We're five months into a proposed nine/twelve month Director term, though, and I agree it makes sense to have the council update ANOs more directly going forward.

Updates until now have largely been targeting the wider community, which is simply a different tone of voice. So on the private ANO forum, maybe. Cutting the window dressing and getting straight to the point. If there's any more interest from other ANOs, I can post the first update within the next few days. And then roll into a monthly/bimonthly cadence.

We've since posted the update - you can find it in Council Updates. Keep in mind, this is only available to ANOs and our elected leadership.

The update contains any important activity and events that the council has been (made) aware of. We feel that the selected format removes a lot of subjectivity and conflicting opinions. For everyone involved, that's the best approach, because we are not dealing with volunteers but with (highly) compensated roles, for which performance has to be transparent.

We'll do this bimonthly.

The Answer Period has now ended and Standing Parties may now vote.

Voting will be closed on Aug 10, 2021 at 23:59 UTC and the final results will immediately become available.

Instructions for Standing Parties:
  • You may vote in any thread or on this page. The ranks are mirrored once you save.
  • Drag and drop using the three-lined icon at the left of the grant proposal and hit "Save" when done.
  • If you change rankings and leave the page without saving, those changes will be reversed and not count.
  • You may change your vote as many times as you like prior to the vote being closed.
  • If you "Abstain" that means your vote won't be counted no matter what you ranked that proposal.
  • If you deselect "Approve" how you rank the grant matters, but 60% of voters must approve the grant for it to be funded.
