Executive Summary
This is a backpay grant for the Factom Council, covering the period from August 2021 to October 2021. As per Doc 008, each council candidate proposes their own desired compensation during their election. For the current council, that's a uniform 500 FCT per council member monthly. Emergo Management dropped their compensation from 800 FCT a month to 500 FCT a month.

The council has been fully operational during this time.
